Full-Day Live Workshop
The Office of Management and Budget recently released its new uniform guidance for administrative requirements, cost principles, and audits for Federal grants, and the Federal grantor agencies currently are working to implement the new guidance by the December deadline. The guidance, commonly called the “Super Circular” or “Omnicircular,” provides a new framework for managing Federal grants and subgrants. Grantees and subgrantees need to understand the Super Circular’s framework and will need to make conforming changes to their own policies and procedures. This full-day workshop will explain what the Super Circular means for Federal grantees and subrecipients. The workshop will discuss the major changes to administrative requirements, cost principles, and audit requirements, as well as major deadlines and what grantees and subgrantees need to do in response to these changes.
Over the course of the day, the workshop will explore the Super Circular in detail, including:
- Changes to the structure of the OMB grants management guidance and the reasons behind the changes;
- Differences between the existing and new administrative standards (including the new procurement and property management standards and changes to records retention requirements, closeouts and later adjustments, and funding source remedies);
- Revisions to the cost principles (including changes to indirect costs and personnel costs);
- Changes to the audit requirements under the OMB’s new Super Circular; and,
- The compliance deadlines and other key dates under the Super Circular (Omnicircular).
This workshop will discuss these topics and more to provide attendees with the information needed not only to understand the new OMB Super Circular’s requirements but also the information necessary to make changes to their internal policies and procedures to remain in compliance with grant requirements.

OUTCOMES AND OBJECTIVES
Participants in this full-day workshop will learn about the requirements under the new OMB Super Circular (or the Omnicircular); specifically those participating in the workshop will:
- Understand the reasons for the reforms and structural changes resulting in the OMB’s new uniform guidance;
- Understand the new vocabulary of federal grants under the Super Circular;
- Learn about the key changes affecting administrative standards;
- Learn about the changes to the cost principles (including both general requirements and specific items of cost);
- Learn about changes to audits under the new Super Circular;
- Know which changes may be good and which changes may be bad for Federal grant recipients and subrecipients; and,
- Understand the key dates and deadlines for implementing the Super Circular’s requirements.
Registration for the OMB Super Circular Fundamentals preconference workshop is just $199 per person. Registration for this workshop is separate from the SEACAA Annual Conference 2014. You do not need to be registered for the general SEACAA conference to register for this preconference workshop. However, registration for OMB Super Circular Fundamentals does not include general conference registration; you must register separately for the SEACAA Annual Conference 2014 if you wish to attend. Registration does not include lodging or transportation; you are responsible for making your own hotel and transportation reservations.
At the door registration will not be available for this workshop. You must register in advance. Please bring your event “ticket” or registration confirmation with you to speed your on-site check-in on the morning of September 9, 2014. Check-in will begin at 8:00 AM. The morning session will start promptly at 8:30 AM.

Rooms are available at the Beau Rivage Hotel for a rate of $129 per night (plus tax). A resort fee of $9 per day also applies. ABOUT THE PRESENTER
R. Brian Tipton is a practicing attorney with more than a decade’s experience working with nonprofits and grant-funded organizations across the United States. Currently, he is Managing Director with The Private Client Law Group, P.C., in Atlanta, where he heads the firm’s charitable solutions practice. Brian is a summa cum laude graduate of the Louisiana State University and the Cumberland School of Law of Samford University. He regularly represents grant-funded entities (including Community Action Agencies and Head Start programs) in the areas of regulatory compliance, audits, funding source disputes, administrative appeals, and litigation. Brian also consults with organizations on governance, human resources, programmatic, and corporate matters, and develops and presents training programs for nonprofits.
